UPDATE: NOTICE – After everyone met with the Labor and Industrial Relations Committee, the committee charged the groups involved with seeing if they could come to some consensus about recommendations for changes in the way promotions are made in the police service in the Municipal Fire and Police Civil Service System. There will be a meeting at the Office of State Examiner at 1:00 p.m. on November 15, 2012. Our office is easy to locate near the I-10/I-12 split just off of Essen. If you are headed west on I-12, take the Essen exit, then take the second left at the light onto United Plaza Blvd. We are in the 2 nd building on the right on the 9 th Floor. There should be adequate parking for visitors in the front lot, but spaces are also available in the lot behind the building. Everyone who is interested is invited, but we would appreciate a head's up on the number of people in case we need to secure a room larger than our conference room.

LEGISLATURE TO CONSIDER CHANGING THE WAY POLICE PROMOTIONS ARE MADE - HR 149 TO BE DISCUSSED IN COMMITTEE ON 10/9/12.
The House Committee on Labor and Industrial Relations is meeting on October 9, 2012, at 10:00 a. m. (in Room 5) to discuss alternatives to the way police promotions are made in the Fire and Police Civil Service. HR 149 specifically asked for consideration to be given to combining seniority with merit factors. The Office of State Examiner will be speaking, as will the proponents for changing the system. The position of the Office of State Examiner is that if changes are made, they should be on an optional basis by jurisdiction, similar to the local option available for the selection of Deputy Police Chief. We are very concerned about the impact possible alternatives will have on adverse impact, as well as the potential for legal challenge. The House of Representatives suspended rules yesterday (5/30/12) and introduced and passed two resolutions to study police promotions in the Municipal Fire and Police Civil Service. HR 149 requests the House Committee on Labor and Industrial Relations to study and make recommendations regarding promotions of members of the classified municipal police service. HR 150 requests the House Committee on Municipal, Parochial and Cultural Affairs to study the impact of filling vacancies in the classified police service in a "certain manner." The language of the resolution tracks the provisions of HB 1137 which required promotions to be made from the top five grades on the test and changed the status of the appointing authority.
